I'm not sure which free website you're with, but you basically go to the administration panel, click the "Display" tab, select "Choose a theme" and you'll see some options there. If you want to use your own images, select "Pics management" on the left side and choose either simple or advanced mode.
Once you're happy with how the site looks, you want to make a backup. To do this, select "Skin management" then export your theme. This will save the settings on your drive and you can load them back in later if you make a mess. You should save the current theme as you work, save you losing your progress.
I created my own theme for this website. It took a long time, but was worth it. If you put effort into your site, make it look nice, fill it with content, keep download links updated, etc, people will want to visit it.
Tip: Put plenty of content into it before announcing it. It's no use announcing a website with hardly any content! (First impressions last!)
